add lrc launcher

We need some kind of a wrapper for
env LD_PRELOAD=... LRC_CONFIG= magic
so that it's easier to run it.

Use this as a helper for env LD_PRELOAD=... LRC_CONFIG=... things.
When compiled with LRC_DEBUG, will enable -l command line option,
which will use librandomcrash.so from the build directory instead of
the install prefix.[#8 state:committed]
